Axis successfully delivers Phase 1 of funded retrofit works to 1,200 homes in south west London
Project Overview – Phase 1
Axis is delivering funded retrofit works to 1,200 homes across the Shaftesbury Estate, one of Peabody’s largest neighbourhoods located in Battersea in south west London. The properties were built in the late 1800s; and on most homes here, our funded retrofit works include the installation of solar panels, upgraded loft insulation and enhanced ventilation.
Peabody is contributing £25 million, and the overall budget for the 3-year programme is £50+m.
Works (which typically take around six weeks per home) began in 2025 and Axis is on track to complete 70% of properties by February 2026.

Overcoming Project Challenges
As some of the homes require structural strengthening to support the installation of solar panels, Axis is installing new structural beams to safely accommodate the additional load. And we identified asbestos-containing roof slates on some properties so our specialist teams safely removed the sales so our solar installations could proceed.
Resident Care and Communication
Resident engagement is central to our delivery. Axis has established a dedicated site office on the estate providing residents with direct access to information and support over the length of the contract and enabling us to respond quickly to questions or concerns..
