Axis successfully delivers Phase 1 of funded retrofit works to 1,200 homes in south west London

Project Overview – Phase 1

Axis is delivering funded retrofit works to 1,200 homes across the Shaftesbury Estate, one of Peabody’s largest neighbourhoods located in Battersea in south west London. The properties were built in the late 1800s; and on most homes here, our funded retrofit works include the installation of solar panels, upgraded loft insulation and enhanced ventilation.

Peabody is contributing £25 million, and the overall budget for the 3-year programme is £50+m.

Works (which typically take around six weeks per home) began in 2025 and Axis is on track to complete 70% of properties by February 2026.

“This work is important because Peabody is committed to ensuring homes are warm, well-ventilated and free from damp and mould. By delivering these improvements, we can significantly reduce residents’ energy bills while overcoming the challenges presented by the age of these properties” - Matt Aspinwall, Senior Contract Manager, Axis

Overcoming Project Challenges

As some of the homes require structural strengthening to support the installation of solar panels, Axis is installing new structural beams to safely accommodate the additional load. And we identified asbestos-containing roof slates on some properties so our specialist teams safely removed the sales so our solar installations could proceed.

Resident Care and Communication

Resident engagement is central to our delivery. Axis has established a dedicated site office on the estate providing residents with direct access to information and support over the length of the contract and enabling us to respond quickly to questions or concerns..

“Improving the energy efficiency of residents’ homes is making a real difference. Nearly 82% now have an EPC rating of C or above, meaning warmer homes, lower energy bills and reduced carbon emissions. We’re working with our partner Axis Europe to deliver these improvements. This is a great example of Peabody’s commitment to residents and our wider ESG strategy” – Usman Hamid ACCA, Group Capital Accounting Manager, Peabody

“I have been working with AXIS forever. I do enjoy working with AXIS. We have a great partnership because of the passion they bring, the care they show to us to deliver the job… it’s a really big project and to see that you have the resources you need to deliver it from the contractor is amazing. We work with AXIS so much, not just me, myself and my colleagues, that it gets to the point where they know what the standard is that you want. They know what it is you’re looking for, they can get to a site or get to a property where they’re delivering and they’ll come across an issue and they’ll know exactly how to deal with it because they know what the instruction is that Rashida will give, in terms of variation. So that understanding is there. AXIS have always been professional, not just on this project, on every project I’ve worked with them” – Rashidu Kutubu, Senior Projects Manager, Peabody
