Project Details
After a thorough and rigorous procurement process, a new 20-year partnership agreement has been established between Axis’ Midlands Division and Clarion Housing Group for the delivery of Planned and Major Reactive Works across the North and Midlands.
With the first projects now underway, the partnership is gaining momentum and making a strong impact on the ground. The first set of projects are now in the delivery phase and the teams are quickly gaining traction on site.
Platt Hill estate, Bolton
One of the larger projects started in the North Region is an estate-wide programme of component replacements at Clarion’s Platt Hill estate in Bolton. Scheduled to be completed in two phases, works started in October 2024.
The current delivery phase delivered is a bespoke package of works to 265 homes. This includes renewal of windows, renewal of external doors where necessary, together with external decoration and render repairs.
Originally planned to encompass works to only 180 homes, a collaborative value engineering exercise between Axis and Clarion has resulted in a streamlined approach to the use of scaffolding and access equipment for the works, ensuring a quicker works time at each property, smoother progress and cost efficiencies. These cost efficiencies, a saving of around £240,000, have enabled works to a further 85 homes to be programmed for completion in the first phase of works, which is on target to be completed by end of March 2025.
A further phase of works to complete the remaining 100 homes on the estate will continue from April.

Axis’ first Meet the Contractor Event, held at the community centre in the heart of the estate in October, successfully informed residents of the works to be carried out in our first year on site; and to confirm colour and glass choices that would be available for windows and doors. It also allowed us the opportunity to meet with our new Clarion customers. Further events are planned as the works continue.

Clarion Housing Group awarded Axis a contract for Planned Investment and Reactive Major Works for the North and Midlands Region. Announced in February 2024, this is a 10-year contract with a value of £15m pa.
Works will be conducted over approximately 24,379 properties comprise a mix of houses, flats and bungalows: 76% are general needs, 12% are Leasehold/Shared Ownership and 12% are made up of other tenures.
